Tourism and Hospitality Sector will need to have a Skills Pass as from January 2025. Non-European Union/European Economic Area Countries/EFTA (non-EU/EEA/EFTAJ – Living in MaltaAny non-EU/EEA/EFTA (Switzerland) that is currently living in Malta and is working in the Tourism and Hospitality Sector will need to have a Skills Pass as from January 2025.

This process includes:

Phase 1: for all non-EU/EEA/EFTA (Switzerland) living in Malta

  • Online English Proficiency Test
  • Online Basic Customer Care Course and Assessment
  • Online Basic Maltese Tourism Product Course and Assessment
  • Online Basic Essential English Course and Assessment
  • Online Skills Assessment for one of the following:
  • Food Service Staff
  • Bar Service Staff
  • Kitchen Staff
  • Front Office Staff
  • Housekeeping Staff

Other: Any person applying for a job which is not included in the above job families will be subject to undergo the Skills Pass procedure but will be exempt from the online skills assessment.

Phase 2

This phase consists of an Online Skills Verification Interview as follows:

  • Visa Exempt Non-EU/EEA/EFTA (Switzerland) – Interview will be carried out at ITS Campus in Malta
  • Other Non-EU/EEA/EFTA (Switzerland) – Interview will be carried out via the various VFS Centres around the world.
  • Other Occupations: Those who have selected other as they do not fall within any job family will still have to undergo the skills verification interview, however it will include more general questions.

Non-EU/EEA/EFTA (Switzerland) candidates living in Malta for more than a year (applying for second renewal onwards) that successfully complete Phase 1 shall obtain a

Permanent Pass without proceeding to Phase 2.

Non-EU/EEA/EFTA (Switzerland) candidates living in Malta for less than a year (applying for first renewal of residency permit) need to successfully complete both Phase 1 Assessments and Phase 2

Skills Interview to obtain a Permanent Pass.

The applicant has the right to do a 1st resit free of charge and a 2nd resit against payment for each of the online assessments. In the event than an applicant fails once again, they can redo the assessment following three months.

Category -Non-EU/EEA/EFTA living in Malta for more than a year (applying for second renewal onwards)

Start Date-Phase 1 shall be available as from April 2024 but enforced as from January 2025

Category – Non-EU/EEA/EFTA living in Malta for less than a year (applying for first renewal of residency permit)
